Yes. The AION 2 Global base game is free to play on Steam and PURPLE, and it includes in-app purchases. Premium purchases use Quna; NCoin cannot be used for them, and Steam purchases use Steam Wallet. Whether that model is “pay to win” depends on the advantage and activity being judged, so this guide lists verifiable purchase facts instead of issuing a universal verdict.
What is free
The current Steam page lists AION 2 as Free To Play and separately discloses in-app purchases. Downloading the base client does not require buying a Founder's Pack; those packs were a separate pre-launch/early-access offer and should not be used to describe today's entry price.

- Can money buy power directly, or only convenience/cosmetics?
- Can a non-paying player obtain the same result, and in what time?
- Does the advantage matter in PvP, rankings, raid access or ordinary progression?
- Are claims based on Global, not the older Korea/Taiwan service?
